The SEAI Warmer Homes Scheme is the most generous energy support in Ireland – a completely free home energy upgrade, often worth well over €20,000, for homeowners receiving certain welfare payments. Insulation, heating, even a heat pump: recommended works are fully funded, with nothing to pay. The catch is not the cost – it is the waiting list, and the fact that many people who qualify have never heard of it. This guide explains exactly who qualifies for the Warmer Homes Scheme in 2026, what you get, how long it really takes, and the new option that lets you get your insulation done immediately while you wait.
⚡ Quick Summary

🌿 What it is: fully funded home energy upgrades from the SEAI – 100% free to eligible homeowners.
🌿 Who qualifies: homeowners living in a home built before 2006 who receive a qualifying welfare payment (Fuel Allowance is the most common route).
🌿 What’s covered: attic and wall insulation, draught-proofing, lagging jackets, efficient lighting, renewable heating (including heat pumps) and, in some cases, window replacement.
🌿 The reality check: it can take up to 24 months from application to completed works.
🌿 New for 2026: while you wait, you can claim enhanced individual grants – up to €2,500 for attic and €2,300 for cavity wall insulation – without losing your place in the queue.
🌿 Cost to you: €0 for recommended works. The scheme decides the measures; you cannot pick and choose.
🏠 What Is the Warmer Homes Scheme?
Run by the SEAI and funded through carbon tax revenue, the Warmer Homes Scheme (officially “Fully Funded Energy Upgrades”) targets energy poverty directly: it upgrades the homes of people least able to pay for retrofitting, entirely for free. Individually, the measures it installs are expensive – external wall insulation alone typically costs €10,000 to €25,000 privately, and a heat pump €8,500 to €18,000 – so a full Warmer Homes upgrade is frequently worth more than many households could ever borrow, let alone save. See our retrofitting guide for what these works involve.
✅ Who Qualifies in 2026?
You must meet all four conditions:
🌿 You own and live in your home: it must be your primary residence – renters and landlords do not qualify.
🌿 Built before 2006: the home must have been built and occupied before 2006.
🌿 You receive a qualifying welfare payment: see the list below.
🌿 The home passes a survey: not every home suits every measure – the SEAI surveyor decides what is recommended.
🔹 The Qualifying Payments
🌿 Fuel Allowance (the most common qualifying payment)
🌿 Working Family Payment
🌿 One-Parent Family Payment
🌿 Domiciliary Care Allowance
🌿 Carer’s Allowance (where you live with the person you care for)
🌿 Jobseeker’s Allowance (for 6+ months, with a child under 7)
🌿 Disability Allowance (for 6+ months, with a child under 7)
Your eligibility is verified directly with the Department of Social Protection when you apply.
🛠️ What You Get – and What You Don’t
After a free BER assessment and a home survey, the scheme installs whatever the surveyor recommends for your home. That can include:
🌿 Attic insulation – the same measure covered in our attic insulation guide, at no cost
🌿 Wall insulation – cavity fill, internal dry-lining or external wrap, whichever suits your wall type
🌿 Draught-proofing and hot water tank lagging jackets
🌿 Energy-efficient lighting
🌿 Renewable heating systems – including heat pumps where the home is suitable
🌿 Window replacement – but only where the home has single glazing and is also getting wall insulation (everyone else: see the new standalone window grants)
Two important limits: the scheme no longer installs oil or gas boilers (fossil-fuel heating was dropped in January 2025), and you cannot pick and choose the measures – the recommendation is the package.
⏳ The Honest Bit: How Long It Takes
Demand is enormous, and the queue is long. From application to finished works can take up to 24 months, roughly:
🌿 Pre-works BER assessment: up to 12 months after applying
🌿 Home survey: up to 14 months
🌿 Works completed: around 24-26 months
🌿 Final BER and inspection: 2-3 months after completion
Apply as early as you can – the clock only starts when your application is in.
🆕 New for 2026: Don’t Just Wait – Insulate
Since 2026, homeowners on qualifying welfare payments can claim enhanced individual grants for the fastest, highest-impact measures while staying in the Warmer Homes queue:
🌿 Attic insulation: up to €2,500 – which covers most or all of a typical attic job
🌿 Cavity wall insulation: up to €2,300 – likewise often close to the full cost
🌿 Enhanced BER grant: €280
You pay the contractor and are refunded, and using these grants does not affect your place on the Warmer Homes waiting list for bigger measures like external wall insulation or a heat pump. Use the grant checker on our attic insulation page to see your exact figures.
📝 How to Apply, Step by Step
🌿 Step 1: Check you receive a qualifying payment and your home predates 2006.
🌿 Step 2: Apply online via the SEAI’s Warmer Homes portal or by post – the application is free.
🌿 Step 3: The SEAI verifies your welfare payment with the Department of Social Protection.
🌿 Step 4: A free BER assessment and home survey determine the recommended works.
🌿 Step 5: An SEAI-assigned contractor carries out the works – you do not choose or pay the contractor.
🌿 Step 6: A final BER and inspection confirm the job.

🚪 Don’t Qualify? Your Alternatives
🌿 Standard SEAI grants: every homeowner in a pre-2011 home can claim individual grants for insulation, heat pumps, solar and more – see our complete SEAI grants guide.
🌿 One Stop Shop: a managed whole-home retrofit with grants deducted upfront.
🌿 Home Energy Upgrade Loans: government-backed loans from €5,000 to €75,000 at reduced rates to cover what grants don’t.
🌿 Start with your BER: our BER guide explains where your home is losing energy and what to fix first.
⚠️ Common Mistakes to Avoid
🌿 Assuming you don’t qualify: Fuel Allowance alone qualifies you – and many eligible households have simply never applied.
🌿 Renters applying: the scheme is for owner-occupiers only; renters should talk to their landlord about the standard grants and landlord tax relief.
🌿 Waiting passively for two years: since 2026 you can get the attic and cavity walls done now through the enhanced grants without losing your queue place.
🌿 Expecting to choose the works: the surveyor’s recommendation is the package – you cannot swap measures in or out.
🌿 Paying someone to apply: the application is free and simple – be wary of anyone charging “application fees” for it.
